Thomas has been the DESNZ policy lead for the Waste Industrial Carbon Capture Business Model since 2023, responsible for the ongoing development of the business model. Prior to this, Thomas worked on the UK Emissions Trading Scheme (UK ETS), with a focus on free allocation policy.
